2025大阪・関西万博に向けた
文化芸術ユニバーサル・ツーリズムプロジェクト

このプロジェクトでは、2025年大阪・関西万博を契機に、障害者が芸術活動を発表する機会や芸術を鑑賞する機会を一層拡げる取り組みを通して、国内外の障害者をはじめ、誰もが、いつでも、どこでも文化芸術にアクセスすることができる「文化芸術ユニバーサル・ツーリズム」の実現を目指します。

大阪・関西万博をゲートウェイにした国内ユニバーサル・ツーリズムを実現することを目的に、障害者が文化芸術を受発信し、誰もが文化芸術にアクセスするためのモデルとなるツアーの造成を全国で展開します。「ユニバーサル・ツーリズムプロジェクト」初年度（2023年度）の今回は、ツーリズムの造成を見据えたモデルケースとして、各地で多言語化及び合理的配慮を取り入れた舞台公演、作品展示を展開します。国内５か所（山梨、大阪、島根、鳥取、奄美）において実施するモニター公演では、障害当事者及び介助者による鑑賞ツアーを企画実施し、移動行程のレポートや、合理的配慮にむけた新たな知見をとりまとめます。

このプロジェクトのもうひとつの取り組みである「文化芸術における合理的配慮提供マッチング事業」では、民間事業者が実施する演劇等の公演や、障害者団体が主催する催しに、バリアフリー字幕や音声ガイドをはじめとした＜鑑賞サポート＞を提供します。これらの取り組みを通して、誰もが文化芸術にアクセスできる環境が地域に生まれ、そして全国津々浦々に広がることを目指します。

This project aims to realize "universal tourism in culture and the arts" that enables anyone, including people with disabilities in Japan and abroad, to access culture and the arts anytime, anywhere, through efforts to further expand opportunities for people with disabilities to present and appreciate artistic activities on the occasion of the Expo 2025 Osaka Kansai.

With the aim of realizing universal tourism in Japan using the Expo 2025 Osaka Kansai as a gateway, we will develop the creation of tours throughout Japan that will serve as a model for the reception and distribution of culture and the arts by people with disabilities and access to culture and the arts by all.In this first year of the "Universal Tourism Project," as a model case for the creation of tourism, stage performances and exhibitions that incorporate multilingualization and rational considerations will be held in various locations.In five locations in Japan (Yamanashi, Osaka, Shimane, Tottori and Amami), we will plan and conduct tours for people with disabilities and their caregivers to view the performances and compile reports on the travel itineraries and new findings for reasonable accommodation.

Another initiative of this project, the "Matching Project for Providing Reasonable Accommodations in Culture and the Arts activities," provides barrier-free subtitles, audio guidance, and other "viewing supports" for theater and other performances conducted by private companies and events organized by welfare organizations for people with disabilities. Through these efforts, we aim to create an environment in which anyone can access culture and the arts, and to spread this environment to every corner in Japan.
