Overview

The Grand Opening of the Arts and Culture Festival will be held to spread the idea of “Humanity and Nature in Japan” both within the country and overseas from the perspectives of people with disabilities. The art expressions of disabled people as well as their attitude to life living with disabilities show a strong sense of love and appreciation that the Japanese have had for natural colors and sounds of the changing seasons ever since the Jomon period. With the Grand Opening, this festival will be held in 7 different locations in Japan from 2020 in collaboration with 500,000 people nationwide and the Ministry of Health, Labour and Welfare.

There will be a free shuttle bus service running between JR Otsu Station and Lake Biwa Otsu Prince Hotel. (Approx. 10 minutes each way). Directions to the free shuttle stop are as follows. At Otsu Station, take the north exit. Cross diagonally to the left at the crossing in front of the station, and you will find the Nippon Life Insurance Building. Walk approx. 50 meters towards Lake Biwa (north), and there will be a blue sign that says “Free Shuttle Stop”.

Musician Hitoshi Komuro welcomes guests of all backgrounds, regardless of abilities or disabilities, to join in unleashing the possibilities of human expression. A new song, written and composed by deaf-blind artist Satoshi Fukushima in collaboration with Hitoshi Komuro, will also be introduced.

We don’t need a helper (carer).” Gyger first encountered Konan Dance Workshop 10 years ago, and he led their performance to success in Nantes, France in 2017. Based on the activities of Konan Dance Workshop, the speakers will share their thoughts on the performing arts, art and disability.

映画「しがらきから吹いてくる風」より / Film “Wind from Shigaraki”

For the last 15 years, we have been working on making films barrier-free so that people who are blind or deaf can enjoy movies as a form of entertainment that enriches our lives. In that time, we saw the development of UDCast, a new technology that allows viewers to use devices like their iPhones or goggles to cast barrier-free subtitles, and this service is also being used to provide multilingual subtitles and audio guides. Barrier-free films are considered the future form of movies, adding depth to film representations in diversity and dimension. When we look back at the history of film which goes back only 125 years, it shows us that film has unlimited potential. “Barrier-free” is not just a method of ensuring access to information; it is a concept for the future of human culture. Shigaraki in Koka City, Shiga Prefecture is home to one of the six most noteworthy ceramic kilns of Japan known as the Six Ancient Kilns. Many unique masterpieces are being created in “Shigaraki Seinenryo”. Along with the charm of the works from Shigaraki Seinenryo and the background in which they are made, this is a program to experience the whole of Shigaraki district.
